Biography

Hugo is a member of Davis & Kuelthau’s Labor & Employment Team practicing in the Milwaukee office. He focuses his practice on advising businesses on employee benefits, and on strategies for navigating the complex regulations of the U.S. immigration system while finding and maintaining their multinational workforce.

Immigration

His experience includes representing employers and individuals before the U.S. Department of Homeland Security, the U.S. Department of Labor, and the U.S. Department of State. He has assisted businesses with every phase of the employment-based immigration process, including:

  • EB-1, EB-2 and EB-3 employment based immigration,
  • The PERM process, including Recruitment, and labor certification,
  • National Interest Waivers,
  • E-1 and E-2 visas,
  • EB-5 and investor visas,
  • Adjustment/change of status applications, and
  • Employment-based non-immigrant visas, including H-1B, O visas, P visas, and L-1 intra-company transfers.
  • Advising businesses faced with all manner of compliance issues, including I-9 and E-Verify,
  • Consular processing,
  • Family-based petitions,
  • Naturalization proceedings.

Employee Benefits

In addition, as a member of the Employee Benefits group, he works with businesses to ensure compliant design and administration of retirement, health, and executive compensation benefit plans in both the public and private sectors. He provides counsel on all aspects of the Affordable Care Act, HIPAA, COBRA, Flex and voluntary plans, and related payroll and tax issues.

Hugo is also experienced with assisting clients with commercial litigation, purchasing contracts, service contracts, supply contracts, non-compete agreements and on site inventory agreements, both in English and Spanish. His clients include international manufacturing businesses with operations in Mexico. Further, Hugo has experience with non-profit management, and performed lobbying and policy work on immigration reform, trucking and campaign financing at the state, local and federal level.

Hugo is fluent in Spanish.
